Build in-house when you know exactly what you need, need it every day, and can afford to wait three to six months for the right person. Use an agency when you need several functions at once, need them now, or do not yet know which function is the constraint.

A fractional CMO gives you senior judgment a day or two a week. An agency gives you judgment plus the people to execute it. If you already have a team that can do the work and needs direction, take the fractional CMO. If direction alone will not move anything because nobody is available to build, you need capacity too.

Freelancers are the best value in existence for a single, well-defined task with a clear brief. They get expensive the moment the work spans functions, because someone has to coordinate them, and that someone is usually you.

A traditional agency is built for established categories with known playbooks, and is very good at running them. Frontier categories do not have playbooks yet, so the work is closer to figuring out what the category is than executing a known motion.
